A complete Mastery of Either a combination of Taijutu, Genjutsu or Ninjutsu or Kekkei Genkei\Kekkei Touta
Lets compare kages who's fightinng styles are Completely Different.
Example:
Gaara and Raikage, Gaara is a Ninjutsu that Focuses on on Long and Midrange jutsu his special sand i think you could call that a kekkei genkei , whereas the Raikage specializes in a combinatio of Raiton and Taijutsu Close range.
Both are lethal in battle an has the potential of wiping out a mass number of ninja by themselves.

Tsunade who many though to be the weakest of kages, has proven to be worthy due to not only her superior physical strength that surpasses the Raikage's but also her Healing Skills\Jutsu in which she's able to heal a Mass Number of Ninja at the same time. Even with this rare assets as a ninja is he worthy of being Kage.
Looking back at kage's such as Harashima, Third Raikage and 2nd Mizukage.
Can kakashi even be put in the same class as top ninja like these.
Not saying that a ninja would have to be as strong as harashima or third raikage to be a kage, but lets look at gaara or Minato for instance.
Minato was able to deflect a tailed beast bomb from the village Using his special sealing jutsu, Gaara also has the same defensive capabilities when in comes to supporting or defending either his village or large group of allies. Like in the fight with him and deidera.
Kakashis warping abilities is good but not on such a scale where he can deflect a tbb.
what im trying to figure out is would making kakashi a Kage , lower the bar or the standard of being a Kage.
what major feats can he acomplish when it comes to protecting his village. Other than his mage warp that he can barely maintain for too long( Low stamina)
