Nowadays a villain is all about the character itself and not how the character reflects on the audience. A good villain should make the audience hate him/her, thats what makes a good villain and the rest is of secondary concern.

Idk I think emperor Palpatine's plan was more elaborate. And his on the fly cover ups where genius. He went from a nobody to ruling a Galaxy for over 30yrs.

I think the best villains don't undestimate their opposition. And has some sort of goal. Not "just Cus I'm. Evil and like hurting people " like zsasz or kisame. A good back story is often nessecery too. Generally the best villains are very intelligent, and relatable meaning if you didn't disagree with them morally, you could understand their logical point of view and what they do is reasonably sound. Needs to be able to challenge the protagonist fairly well.

Finally a cool look or power sells it. Even if the guy is a dufus, if he looks cool or has really interesting powers, he's automatically good character.

I'm kind of a sucker for a really sinister laugh or voice :p

Different kinds. Batman villains are the best, in my opinion, because they are so different. Two-Face is a tragic villain, Black Mask is a thug, Ra's is a man who is looking for peace/balance in a different method, Joker is crazy, etc...All different traits. All of the characters have a distinct personality. It takes good character development, a good look, a good vibe to make a good villain.

Cruelness, but not blatantly cruel. He must be willing to play around before showing how devious he is.

Charisma. I love a villain who can lay down a good speech and almost get me rooting for them; Like Pein.

A reason to be evil, and for their overall plan. I don't mind a villain who doesn't exactly make sense if the first two options are filled out. He or she will still be a splendid villain. But when you get this in there, the villain just becomes larger than life, for me at least.

Villains are good when they make the readers hate them, its like orichimaru torturing those babies, Sakura allowing Konoha to be massacred by not attacking sasuke, Kabuto capturing and killing innocent people, Light murdering innocents, Prince Charles raining vengeance on mankind killing hundreds of thousands, the spiral king enslaving and making people starve to death, Akainu murdering ace in front of luffy.
These villains are the ones full of pure evil

When villains do evil it is what makes the reader angry and makes the reader spur the heroes on to end their lives.

It is then that the villains are truly great

A good villain? Depends on the type needed. You can make a cunning, violent, vicious and intelligent mastermind type of villain or you can go for a psychotic sadit type who cares for nothing but inflicting pain to others. The second kind is a lot more evil since it actually gains nothing from it. It's just there to do evil.

Aizen. That was a perfect villain. He knew when to fight, when to carry out his plans, he was strong, a good leader and a genius.

Actually being pure evil = Frieza

Being a gentleman with a posh voice = Cell

Being absolutely crazy = Buu

The 3 of them combined would be the perfect villain B)
