He'd be at least as strong as with it.

Kakashi was the youngest known jounin, and already jounin before he got sharingan, he even have beat Gai without his sharingan and chidori.Kakashi has grown with sharingan so he made a fighting style based on it.

Now if he didn't have sharingan, Kishi would make him at least as strong as he's now, he'd be probably be a mixt of Gai (high chakra+mastering gates) , Minato ( speed+ sealing jutsus) and Hiruzen (versality + 3 elements).

He'd be at least stronger to not say stronger.

but he could still use his Ninja Hound summons.. He can come up with plans and strategy for them.

I wonder if he could use all the abilities he learned via sharingan without it.

those jutsu might be banned without the sharingan xD I get banned for sort of rule breaking I guess :]

Below Gai's level.high chakra or not, Kakashi is known as the copy ninja because he copy a 1000 jutsus.He only copy those jutsu thanks to the sharingan.even more so, kakashi has one op jutsu and thanks to the sharingan.Without the sharingan kakashi can't even used chidori.If you have any doubts about kakashi's level just go back to the Kakashi vs Zabuza battle wgere Zabuza fodderized him.Without the sharingan kakashi would be an afterthought in this war.
