The story is about a new generation so its only logical that Lee has surpassed Gai already. Kishi has said this several times already in interviews: The generation must surpass their predecessors. So yes, Lee is stronger than Gai, Naruto is stronger than Minato, Jiraiya Sasuke stronger than Kakashi, Orochimaru, Sakura stronger than Tsunade, Shizune and so on....
