He never got to to take the chuunin exams and since hes surpassing even kages, you have to give him the benefit of doubt within his rank. Me, I say, **** a Ninja exam. If you look how powerful Naruto has become, he's without the shadow of the doubt the strongest ninja in the leaf village. Point Blank.
