Except all the konaha 11 rose significantly over the time skip. Its just natural, they all got older, therefore wiser, stronger etc. Naruto didnt accomplish anything that he couldnt have achieved with Kakashi in the leaf for 3 years.
Growth doesn't just come naturally. Those kind of assumptions were debunked when Naruto and Sasuke's battle sense were rusty against Shin. Such as controlling the Kyuubi chakra? I don't think so. Jiraiya out of the two was more knowledgeable in handling Naruto's Jinchuuriki abilities, which considered a priority over giving him newer techs. Especially since being unable to control Kurama's chakra would likely lead to his eventual demise.
Jiraiya focused on improving Naruto's skills mostly, Naruto wasn't an easy kid to teach things too; he didn't really understand proper explainations which was even shown when Kakashi trained him in his element and wondered how Jiraiya was able to teach Naruto. But I already called this a plot in another thread because Jiraiya could have tough Naruto more but Kishi didn't want Naruto being too strong it seems. Jiraiya knows about Shadow clones proper use but didn't teach Naruto this even though he helped Naruto improve his timing and usage of Shadow clones?
He should have attempted teaching him Sage techniques, especially if Minato was trained in it as well. It kinda makes me feel like Jiraiya didn't have enough faith in Naruto to learn the techniques or too much faith in him relying on the Kyuubi's or others and himself to help keep Naruto safe.
Pretty sure it was just plot, Jiraiya is smart and wise enough to know that Naruto needs to be well rounded on his base skills before he can attempt to try and control Kurama's power. Jiraiya could have taught Naruto how to properly use clones, sealing jutsus (Jiraiya shown to be pretty skilled in sealing jutsus), better use Shunshin, and teach him his elements with jutsus.
He had faith in Naruto, teaching him the Rasengan which Tsunade even said no one but Jiraiya and Minato could use. Jiraiya got Naruto up to the skill level needed to do the training Kakashi gave Naruto which led to SM training then KM training. All of Naruto's training involved or focused on chakra control training

He taught naruto the rasengan because it was his birth right. This had nothing to do with faith, jiraya mostly focused on kyuubi training.
If jiraya really had faith in naruto he would have allowed him to mature and vastly improve his base abilities before focusing on the kyuubi. The kyuubi training was a big failure, naruto had little control after 3 years. Jiraya should have taught him senjutsu and left the kyuubi for later. The reason why he didn't is because he didn't have faith in naruto.

Obviously I dont mean he just gained all his skills naturally. I mean training for 3 years is bound to lead ti improvements. Every konoha 11 trained, and they all made improvements. Its bound to happen. In fact, just the fact that they are going on missions is gonna improve their skills, they will mature.
Neji became a jonin for goodness sake. Did he train with a sannin? no.
Taught him how to fail at breaking genjutsu, or to run away from genjutsu users. Also taught naruto that in order to make a bigger rasengan, that all he needs to do is pump more chakra into it. As if that wasnt obvious.
He shoulda taught Naruto senjutsu, or at least taught him more about the toads he has at his disposal that he can use in battle. Didnt even teach naruto which element he has. Funny thing is that jiraya taught the ame orphans more in a shorter time than naruto had. And those 3 knew nothing about being a ninja, never went academy, so they had to learn from scratch. Didnt teach minato anything except summoning jutsu either. In fact minato taught jiraya.

It's one of the biggest nerfs in Naruto's character.
Sakura, despite not having a relationship with Tsunade until the last few chapters of the series, had shown tremendous development. Despite most of it not being good, it was pretty obvious that she was being trained under Tsunade.
While Naruto on the other hand had noticeable abilities from his master such as; Rasengan, and the summoning jutsu before leaving the village.
However when you met Sasuke, who also was being trained under a Sanin, you expected these two to be at a similar level. I think that's what Kishimoto wanted to show. That Naruto was overall weaker. To me that never made sense, and it was a core problem of the series. Naruto catching up to Sasuke. Imagine Naruto meeting Hebi Sasuke, and him being the only one to clash with him equally. While he may not have mastered Sage Mode, imagine the possibilities of him being able to hold it for a three minutes. While he may not have had FRS, he would still have the endurance, durability, and speed to keep up with him.
Thing is Naruto spent three years with Jiraiya, and yes while Jiraiya focused on what he lacked as a shinobi (the basics and fundamentals) Naruto still should have been trained in a variety of techniques. Jiraiya was still a versatile shinobi. Hell he even had a technique that allowed him to sneak into villages unnoticed until the first last second (referring to the small toad which he crawled out from)

Even Sasuke was shown to have numerous snake-style techniques (which he used against Deidara). I don't necessarily think Jiraiya was a bad teacher, I just think he should have known more. Looking at Naruto's growth with a few months with Jiraiya compared to two years, him not learning any of Jiraiya's abilities is a freaking waste in my opinion.
Because kakashi is a genius and a prodigy, he is more intelligent than jiraya and has a larger arsenal. He was also close to minato and could have taught naruto the rasengan as well.

if narutos skills were really that lacking then why not use the clone training tech
you also cannot ignore the fact that he taught the ame orphans who knew nothing about being a ninja, more in a shorter time than he did with naruto
he probably wouldn't been better of staying in the lea as he would have had more jutsu available as well as getting more legitament training from kakashi
He helped Naruto out with the basics as Kakashi told Jiraiya that's what he was lacking. Outside of Jutsu he only got Big Ball Rasengan (which broke my heart tbh)
Anyways I don't agree with the others saying he should have taught him senjutsu. Naruto clearly wasn't ready, Jiraiya was on the right track anyways. He always knew since part 1. Bijuu chakra > Senjutsu chakra. If you look at Naruto's power ups. You'd see that's the case.
