he went there and jman didnt know he was comming....and he had kisame on top of himself there now if itachi wanted to beat jman in this situation he could have quickly and quietly just like he did to oro who had way more knowledge of itachi because he knew he wanted itachi sharigan so he would have made a plan (which failed)
so if he can take out oro in five second while jumped and alone....he can def get jman when he is facing him and has kisame so in the end itachi didnt wanna take naruto or he would have

Without ems Itachi would have a hard time killing jiraiya because jiraiya has an abundance of jutsu to wear down itachi's eyes to give jiraiya an advantage but my actual opinion on there fight is Both die Itachi would die because of sickness from the strain of his eyes, and jiraiya would die from over exerssion of his chakra.
