Sage Mode Naruto is definitely kage level. Kakashi said Naruto(at base) was stronger than him after he beat Kakuzu, plus he's only been getting stronger since.

I don't remember Kakashi saying that.And even if he did it's simply not true.Naruto, even after he master the Wind Release:Rasenshuriken couldn't beat Kakashi.That one jutsu doesn't change the fact that naruto speed, intelligence, and variation of jutsus weren't on a level that could would allow naruto to take someone like Kakashi in a fight.At best Naruto was at chunin level.So Base Naruto isn't a above average jonin and definitely not Kage material.Hebi Sasuke, Kakashi, and Darui would all be too much for Bse Naruto to handle.

My rationale was that if Raikage took on 10,000 ninjas by himself then 10 jonins wouldn't be too much of a stretch. I also considered Kages that had field busting techniques like Gaara's Desert Sand Funeral or Onoki's Dust Release. lol I thought villages had like 100 jonins.

nope a jounin wouldn't go down that easily. and raikage fought against 10000 fodder ninja. I bet they had not more than two jounins.

You must not be far weaker than your kage counterpart and you must be legendary. Not necessary a genius that is why their is advisors. Which is why i don't think shikamaru can't be a kage.

ten jounins?

I don't understand why but a jounin is really high of a rank. most shinobi are chuunin and the ones who are powerful are usually made tokubetsu jounin. a village doesn't have more than 20 jounins at once (actually I don't think there is even 10 in a village at once)
if somebody can take on 3 jounins at once, it proves that he/she is a kage level alright

edit: I just checked that konoha has 12 jonins. including asuma and kurenai
