It's a matter of how you perceive their words, in my opinion. The words may sound similar, but it's not exactly the same thing. Tobi seems content with being shrouded in mystery, but Kabuto sounds as though he actually wanted to be something, to have a dream, to understand who and what he was, despite his past.
