What is with the ridiculous standard for Chuunin/Jounin?!?

Seriously, like in part 1, Sasuke was proclaimed to be "at chuunin level" but wasn't even given the title. Neji was easily Chuunin or even low Jounin level but didn't get titled either. Naruto I'm kinda shaky on because he was getting his ass whooped in the beginning. If the proctor saw him fight Gaara I'm pretty sure he'd be declared Chuunin rank easy though.

THEN we go to the war, and we have these people throwing Kunai and can hardly even use Ninjutsu, but these guys have their vests, proving they're at LEAST chuunin, if not Jounin. Like, how do you NOT dodge a Kunai THAT YOU ORIGINALLY THREW to the neck?? I feel like there's some crazy ridiculous bias or the Konoha exams are insane.

Those chunin and jonin were facing akatsuki though. I'd expect them to get their ass beat.

Because Kishi needed lots of incompetent ninja to fill up the ranks. If there were random chuunins kicking ass it would be a distraction and take away from other characters.

Also there are very few Jounins per village. So there can't have been many Jounins in the army.

Neji is Jounin, read the beginning of Shippuden, though he's the only Konoha11 at that time to be Jounin

It's not judged just on skill.

Sasuke was late for his match, and was pushed back due to favouritism and insistence of Orochimaru "Kazekage". That is a fault right there. There are other things.

Neji was prone to anger at the time amongst other things hence why he didn't get the promotion.

Go re-read the Chunin exams arc for further assistance and elaboration.

On that other note, don't get too rustled by the fodder, they probably couldn't think straight with all the high-level opponents. Lol

I think the Chuunin/Jounin promotion doesn't just come down to abilities but also leadership potential. Even though Sasuke was easily Chuunin in strength, he was a lone wolf and didn't have the leadership qualities necessary to effectively lead a team to success like Shikamaru. Even though Naruto was tough he was also retard level in many ways and uncontrollable. Neji was clearly strong but he didn't value others and had an anger issue.

As for the war part I see what you're saying, but those guys were fighting super strong edo shinobi that most would never survive against anyways. Part 1 Sasuke, Naruto, and Neji would also get whooped against those edos.

This. This is actually one of those few things that actually is bad writing. He shows main character genins
with a bunch of skills and techniques and then he shows random jonin, and they hardly know how
to throw a kunai. I realize he can't make them shine, but to make them literally less than genin level
is absolutely horrid writing.

Yes. The development of side characters was just... I could write a page about it, man. Literally the only thing I want to see in part three is some good side character action. To me, they're such an important and interesting part of the story.
