All part of his dna so he has every right to use it. The 9 tails on the other hand is a living breathing creature that was behind Naruto from barely making a single Shadow clone to making 1000. Without this creatures help, Naruto would still be using battle frogs the size of his fingers.

Rewatch Naruto vs Gaara, Naruto made hundreds of clones and summoned the chief toad and didn't use the fox's chakra until he needed to break free of Gaara's sand later on.

He made a thousand clones against Mizuki without using the fox's chakra. Naruto had the fox sealed within him from birth, what is he supposed to do, just stop bitching, the fox has hindered him too, while the sharingan is always a positive thing.
