What is Tobi's fan for?

What is that freaking fan for!?!? For all i know...Throughout the series he never used...if he did point it out..because i want to know what the hell that thing is for

it is a japanese war fan. historicly it is used to signal troops in battle. kind of like a trupet and drums way back when. context in naruto- madara used it (probably for that purpose) and he was impersonating madara at the time.

the fan is pretty big so he should keep decently cool.

Can only guess what it does but I think it is more something to do with linking him with Madara. Only him and Madara have been seen with it
