Yes, the Boruto Manga is real/canon. Yes, the art style looks like amateur crap. Yes, the fan base is very vocal about the lack quality in the art style. Finally, yes, Kishimoto is aware of the issue, & has asked the fan base to be patient while the new mangaka (roughly translates to comic book artist) develops, refines, & improves their art style.

The art isn't that bad on its own, but it's a huge, huge downgrade from Kishimoto's. Makes you realize just how good of an artist he is.

Hey at least he's improving. He fixed Sasuke's design from Ch.1 to Ch.2, and everything looks more consistent and refined in Ch.3
And yes, this series is canon. It's being sold as the official continuation to Naruto. Anyone who says otherwise is just in denial and butthurt over how much the franchise is being milked (which is true).

BORUTO: Next Generations is being drawn by Ikemoto, but it is supervised and approved by Kishimoto. it's no different than say, Dragon Ball Super, and I don't see people doubting that series' canon as much as this.

I did see ART improvement, muuUUUUccch, much better. Thinner lines, better composed panels, nice action drAWING. Now, I believe the plot is yet a piece of crap. However Naruto was sort of the same til chapter 13. If you trying reading this manga with some love you´ll probably be able to give it a chance. Most certainly if the story does not catch me, at some point I´d be willing to drop it as did with Bleach for 3 years .. no prob.
