i think this list is perfect except 2 things it was nearly perfect but nagato before kabuto and chnge tobirama for 3rd raikage

i think this list is perfect except 2 things it was nearly perfect but nagato before kabuto and chnge tobirama for 3rd raikage

3rd Raikage is overrated imo. and I think Kabuto is slightly stronger becacuse of his Edo arsenal. get that out of the way. and then nagato takes this.
