Nah, he only awakened it at a later time, which is faithful to the concept of the awakening of the mind in the realization of Dukkha (suffering) which is one of the realities of existence in Samsara (the Rinnegan literally translates to the Eye of Samsara, the eye of suffering)

In MS, it is translated at Limbo. I think Madara planned to used Limbo Hengoku close to Kakashi and Obito in order to throw them like garbage out of nowhere.
