What is the relation between rep power and the number of rep bars you have?

I thought that your rep power was equal to the number of bars you have,but I've been noticing that my rep points are increasing only by 2 or 3 when people with 5 or 6 bars give reputation.Is one's rep power equal to half the number of green bars?

Rep power is determined by:


Register Date Factor - For every X number of days (365), users gain 1 point of reputation-altering power
Post Count Factor - For every X number of posts (1000), users gain 1 point of reputation-altering power.
Reputation Point Factor - For every X points of reputation(1000), users gain 1 point of reputation-altering power.


By adding the above, you get your rep power. Now, using myself as an example; 1 year + 11k posts + 7k rep = A rep power of 19.

1 point of rep power for every 1,000 rep points, year of membership, and 1,000 posts. Neg rep power is half

if you give rep to someone, that person gets 19 points 0_0?
