What is the punishment for using Forbidden Jutsu?

For something so'forbidden' we sure do see them used quite a lot, and not even just by Orochimaru and The Akatsuki either, the main heroes also use it from time to time so...where do they draw the line? What makes this stuff forbidden if so many ninja use them constantly?

Lee and Guy use the 8 Gates in public even when their lives are not in danger (Guy uses his very often) and in Chikara they use 8 Gates from the get go) Shouldn't be allowed.

Hiruzen and Minato both used the Death Reaper Seal against an opponent. Illegal.

The HOKAGE's strongest technique is forbidden (Sozo Saisei)

Anko used a suicide technique to try kill Orochimaru

And get this. Naruto's main fundamental technique is forbidden. Multi shadow clone no jutsu, was he ever called out on using this in the Chunnin exams or the rest of his life in the Leaf? Rasen Shuriken is technically illegal too! Naruto is a ninja that constantly breaks the law :')

I mean most of the time they are used in life or death situations but with so many Leaf ninja using them so generally...do the rules even exist?

THe jutsu are forbidden from use because they cause harm to someone like a sacrifice (edo tensei) and such
or takes too much chakra Tajiuu bushin

It's not forbidden in the sense that you'll get in trouble with someone. It's not like breaking a law. Forbidden is just a title give to jutsu that defy the laws of nature in a way that is looked down upon or has a great toll on the user.

Kishi always sets rules / expectations only to break them or come up with a leeway. Forbidden ninjutsu is just reserved for S ranked jounin level shinobi because they can execute it safely. Just my logic

Not all forbidden Jutsu are illegal. In the sense that, such jutsus where forbidden because they pose a somewhat setback to the user. Eg not all Shinobi can use Tajuu Bunshin and survive. PluS mayb such jutsu are meant for higher level shinobi

this especially. naruto is allowed to use shadow clones because he has large chakra reserves. shadow clones actually divide your chakra evenly so its dangerous to its user. and the kages all use the forbidden techniques on their deathbeds so if there was an authority to punish them, (i believe they are the authority on it), you can't punish dead guys. and majority of the other users are rogue ninjas so i'm sure they don't care.

I suppose that when they're faced with an enemy or threat great enough, they figure that using forbidden jutsu may harm them in some way, but it's a safer or more assuring victory then having a drawn out battle with an opponent who could pull off a forbidden jutsu of their own, or is just that powerful.

It sort of reminds me of the killing curse in Harry Potter, an easy way to defeat your opponents but you're really not suppose to do it. .

By that I mean it has a massive impact onto ones life, either being the user or someone else.

Eg: Tsunade ages quicker. Kabuto has to kill others to resurrect people.

No shadow clones are fine but them in huge numbers is something naruto primarily does and should be dangerous

Izangi/Izami- blindness
Chiyo's reanimation jutsu- death
Eight Chakra Gates-Death once the lst Gate has been opened, other gates have their repercussions as well
Death Reaper Seal- death and eternal struggling as long as they remain sealed in the shikigami
Kakazu- immortality as long as he can kill others and take their harts
shadow clones- possibility of extreme fatigue/death
Edo Tensi- religious and moral faux pas/caster is usually hunted down and often lives in strife like kabuto said.

Most of the time people dont use a forbidden technique with out some sort of natural consequence, I really doubt they have a jail or prison for people who use forbidden jutsu
