Without a doubt, one of the most gruesome and heartless group of characters to ever have been featured in a manga is the Wild Hunt Secret Police, belonging to the manga and soon to be anime Akame Ga Kiru. Despite the organizations relatively short 'screen time', only being introduced in the past three chapters. They have already shown to be made of of heartless and disgusting human beings, with such little to no care for human life.
As I go on to explain exactly what makes Wild Hunt a gruesome group of inhuman beasts; I will be separating the reasoning into three portions, to reduce spoilers to anyone not caught up to date.

In Wild Hunt's first appearance, Shura, their leader and son of the Prime Minister had pit them against criminals being put to death in a gladiatorial way. To entice those condemned to death, Shura promised that if they had managed to kill the their opposition they would be set free. After this moment, Izou of Wild Hunt announces he won a mere game of rock paper scissors and now has the privilege of going first. The fact that this deplorable set of human beings are having a petty game over to see who 'goes first' to dispatch the criminals should set off some warning that these people aren't right, to take such joy and treat murder as a game.
After slicing down a few of the would be Gladiators, the next member, Cosmina, steps forward. A witch from a realm near the empire they are currently in, Cosmina literally kills her opponents here with her voice. Even taking joy and exclaiming with a mixture of Ecstasy and pride, "Got them all!" Another member, Enshin, complains on how the remaining opponents are no longer alive for him to kill.
Dorothea, what would appear to be a younger girl, finds a still living man pretending to be dead as to prolong his life. What she does next is truly gruesome, as it appears she drains the life right out of the man. The last member of Wild Hunt Champ, a renegade clown, explains he has no interest in fighting or killing his opponents. While this may, at first, make him see the most merciful or ordinary out of the group. He seconds later says the reason for it is that there are no children present to give him inspiration to act. Something that will be revisited.
In the next chapter of the manga, Shura makes his secret police forces first debut as they come across what seems to be a theater group. The reason for them being there, is that the theater performs plays that criticizes the (corrupt) Empire. Within seconds of them being at the theater house, the scene goes dark as Dorothea 'drains' the theater group's leader of life. Only leaving behind a dried up corpse, letting the rest of the band look on in horror. To discourage any possible resistance, Shura then announces he is the son of the Prime Minister and to go against his word is going against his father. Making sure to force the rest of the actors into submission.
Both Enshin and Cosmina don't hide their true intentions, proclaiming they will 'interrogate' the remaining theater group members. Both, before the chapter is through, have their way with a good deal of the civilians there. Champ, during all of this, spots a child. Unfortunately, we see him go straight to the young boy with such disgusting dialogue such as "Are you hurt? I'll lick it to make it feel better." He then proceeds to brutally murder a woman who tries to stop him, before taking the boy off to a secluded region of the building. Izou also reveals how much of a blood thirsty individual he is, taking great joy as he cuts down anyone who attempts to leave the building.
The next we see of this group are all short panels, Dorothea sitting atop a pile of dried out human corpses. Cosmina having her way with a young male, and Enshin being particularly brutal to several women at once as he engages in less then mutually agreed sexual behavior. With several bodies behind him, we can presume they are no longer living. Shura, the leader, then is shown raping a woman. Commenting on how the best toy is a human toy and "How the reaction you get from them are the best."
Moving onto chapter 46 which is the latest chapter, Wild Hunt has shown to much more gruesome than in the past two chapters. Not only is it shown that during the time from them being introduced to the current events they have gained the title of the most frightening group in the capital since as soon as they enter a part of the town, everyone instantly runs into their houses or shops, closes everything and hides all the boys and the girls, they have also murdered a group of people and made the only woman of the bunch strip naked and crawl in front of them before the murdered her and hanged her up along with the rest of her teammates in the middle of the town.
However, what makes them even more gruesome is what they did next. Arriving on the graveyard after hearing a rumor that a ''beautiful widow and her daughter'' were visiting that graveyard to offer prayers to their husband/father every day, Wild Hunt has decided to make the mood.. cheerful. After Shura names the widow ''his new toy'', her daughter who is around 4-6 years of age yells at them to stop bullying her mommy. And guess what happens next? Champ, the pedophile clown in the group, instantly approaches her and calls her cute, following by telling her that they will have their ''beautiful romantic weeding right on top of her father's grave''. Of course, in Champ's case, the weeding means rape. Despite the widow's attempts to protect her daughter by holding her close and tight to her, both of them got brutally murdered and raped.. And considering the position they were found in (with their legs crossed over each other's), it's more than likely that the widow never let go of her daughter while Wild Hunt did all those things to them.

She's adorable actually. The only member of Wild Hunt who isn't as gruesome as the others. Everyone likes her. But she committed crimes like mass murder, but still.. She has an adorable side so people like her.
And 4 are rapists (one of them is a pedophile on top of that). The other two members are mass murderers. The girl in my avatar is the only member of Wild Hunt that people don't find disgusting merely because she has an adorable side. >_>
It's hands down for me to be honest. They're all self-entitled pr*cks and they disgust me. U____U Though Esdese and her crew are just as bad, it just wasn't shown as much.
But they're still interesting and good characters nonetheless.

They're the kind of villains that everybody in the story will probably hate. No one's more evil, and that'll probably disgust even the more disgusting people in the story.
What is so gruesome about them though? I'm not trying to act like a douche, just asking. The most horrific thing they have done is slaughtered Kurapika's clan tbh.
