What is the difference between Pakkun and Akamaru?

They both are dog but Pakkun can talk. Why?

Pakkun is probably from a diffrent "dimension", it seems all animals in the summoning villages can talk, Akamaru is just a regular dog trained with the Inuzaki skills

Kinda used the word Dimension on purpose, Summoning animals live in the same dimension as humans afawk, since Orochimaru and Kabuto seemed to have gotten to the ryuchi caves physically (without S/T), but I think Pein's summons are from another dimension.

Akamaru is just a wolf in our realm so that would explain why he doesn't talk. Paku an most summonings talk because they are created from Rikudou's chakra an have the means to communicate with humans which was his goal to began with. Tail beast & summonings animals where suppose to make the plant like a utopia along with the shinibi world in Hogoromo's eyes, is what it seem like
