its not alive just like kakashis lightning beast running jutsu isnt alive, it just has human like features and its used to hold bijuus and capture the souls f the living with nine dragons that come out its mouth

Like all the above said: it's just a plain statue to store the bijuus in it while you're collecting them. In itself it doesn't have powers. It's like a sort of storage room
