It is just a muzzle/ mouth piece. The Gedo actually spits it out the first time we saw it, just before Gaara had Shikaku sealed.

I'm thinking the Gedo Mazo is a man-made statue that can only be alive once a person places a great amount of chakra in it, I don't think that had happened at this point in time. I think it's something the SO6P might have tried to use to contain the Jubis chakra, which is why Akatsuki could use it for that as well. Might be a scroll to summon it, yes, but I don't think it can do anything at this state.
