Who knows. It honestly depends on what the original text was. The reference of "that jutsu" could have been a mistranslation.

"that jutsu" may not even have been a technique at all. Jiraiya could have just been telling Naruto not to use the Kyuubi chakra since it was dangerous. Seems most plausible to me.

I don't think it was the tori seal because he had very little knowledge of his key up until Moukybon, it may just be the kyuubi chakra or it could be something else totally but I'm still wondering since Kishi never clarified it.
