byakugan mixed with otsutsuki chakura its should form a tenseigan right.. Hinata receive chakura from Hamura which is otsutsuki. Hinata already own the noble blood from byakugan even called as 'Princess or Byakugan' from Otsutsuki clan. Well, the hyuga do have the eyes of the otsutsuki afterall. Still, that doesn't necessarily mean they're fully aliens. Anyone with byakugan blood could see them, whether they're otsutsuki or a human with said blood.
