In my opinion, I don't think it's possible for a "mean" person to become "evil".

Everyone's born innocent (in the real world). If you grow up in a loving family with loving friends, you'll still be sweet and innocent.

If you grow up with no family or grow up alone, that innocence turns into hate; thus, they turn "mean" and "evil". No one's born mean/evil, unless it's in a movie or a show.

Well, if you're talking about movies and shows as well, then I'll have to say mean person.

If it's an innocent person, they'll have to have some goodness in their heart yet (like Obito), so you can convince them that what they're doing is wrong.

With a mean person, they're probably committing something evil for their own entertainment. There's no way to convince them to stop (unless you use violence). That's what I think anyway.
