I don't think he's far away from being a genius. He's not on the level of itachi/ minato/tobirama in intelligence though but he's still young. He hasn't been portrayed as someone who is dumb.

^^^ this, Sasuke is not on any of these guy's lvl (well not sure about Minato), but his resourcefulness in fights, quick thinking, mastery of multiple chakra form is no where near what u would call average. Sasuke is a genius, but he isn't at the top. Strategy wise, he is below Shikamaru, Kakashi, and maybe a couple others.
