It is, I think that's what makes people dislike her so much, her entire purpose in this life is to chase after a guy who never gave two shits about her and in fact tried to kill her based on pretty much nothing, there was never any romance between the two, it's just such a terribly written character.

OT: She's stated several times that she just wanted the team to be back together. It isn't always about Sasuke. She cares for Naruto and Kakashi too. She doesn't have affection for them, so yeah she isn't all over them like she was with Sasuke. Kakashi even stated she wanted to save Sasuke from the darkness that he's in. Heck, maybe she can... Maybe she can't... But another goal of hers is to catch up to them, but sadly that's impossible considering they were born into families with great power and just recently were given god like power ups. Tbh, Sakura is very impressive imo. She's at her current strength (let's say about high Jonin level in strength) all on her own. I just hope Kishi let's her actually do something in this final fight (and Kakashi too).
