That's^ called neutral rep, green is positive and red is negative. Negative rep doesn't decrease from your rep, just the person you're -repping. -Repping is half your normal repping power. Neg repping rounds down, for example, if you have 3 rep power then it will round to 1. The way your rep power works is:

->When you join you have 1 rep power immediately.
-> After a year of your stay on NB, you earn another rep power.
->For every 2000 posts, you gain a rep power point.
->For every 1000 reputation points you receive, you earn 1 rep power.

For example, my rep power is 11. I joined that's, 1 point, I have 14000+ posts, that's 7, and I have 3000+ rep points which is 3. 3+7+1=11. This is how many rep points to what title they hold.

Neg rep is when you disagree with a fanboy or just simply disagree with someone and their decide to neg rep because their are butthurt and too prideful to be wrong, cant face the truth and always have to be right. they are sore grapes :I
