Only some1 with infinite amounts of chakra can handle this tech.. Which is why it's used on Kaguya an no1 else.. This attack would kill any an all in NV if hit with it..

An Naruto has always been stronger then Sasuke it's just that Sasuke is swifter then he is which is why he always gets the best of Naruto when it's hand to hand combat..

Naruto can use his Ashura avatar (i.e., his full VotE2 power) at any time, as long as he has Kurama and a ton of natural energy.

Sasuke needs to regain control of the Bijuu to replicate his VotE2 power.

Sasuke has the power to do this (his Rinnegan allows him to easily regain control of the Bijuu), but only if he can gather all of the Bijuu in one place without Naruto finding out (they can notify him through a mental link, since Naruto is their "meeting place").

Naruto also may have full Kurama now, as that's what Hagoromo wanted from Kurama. If so, then that's a lot less power hypothetically available for Sasuke, and a lot more that's reliably available for Naruto.

And he didn't just use a small piece from each. He took the lions share of their chakra. Naruto used what little bijuu chakra he had but also took like a worlds share of Nature chakra to match the bijuu Susanoo Indra Arrow.

So it's not really fair to say Naruto didn't really use much to combat Sasuke. He used the world's Nature energy to compensate. They are both equal. Where Sasuke's eyes are powerful, Naruto's Sage power is just as strong.
