You do know that Sasuke clearly used the bijuu's chakra as a medium right ? he was running low so he just absorb some of the missing chakra and created something new out of it . Its the same thing he did when he absorb the chakra that Kurama sent to Naruto and created chidori with it. the bijuus arent necessary to create that new susanoo .
