Wouldn't your ranking of him not change since it's a top ninja of all time? Of all time would include the period where each individual was at there peak.

But assuming naruto does in fact lose kurama I'd still put him low tens to mid teens. He still has Odama rasenshuriken and SM. Don't forget SM naruto beat the 3rd raikage and Nagato who is anything from a pushover.
