means you get closer to making that little green thing under ur name go up

It means you get a reputation point. It's displayed on your User Control Panel and the green bars under our avatar/info.

SOme peole have thousands, I only have 633.

that they are repping you. Giving you reputation points. There is a bar that grows underneath your rank on the left side below your avatar. Basically look at your avatar follow it down. You will see a green bar.

Below your avatar there is a box with your current rank, under that is a green bar. This is your reputation bar, the more rep you have the more that bar extends to the right.
