No... Kotoamatsukami is the most OP jutsu of the Uchiha. The user doesn't even have to look directly into the eyes of the victim. The victim doesn't even know there being manipulated. Imagine Obito and Itachi under Shisui's control. Although he would have to wait about a decade or two until the MS eyes work again but he would access to Kamui, Amaterasu, Tsukuyomi, Susano, Totsuka no surugi, Yata Mirror, crow genjutsu, Izanagi and maybe Izanami. All Shisui would need is Senju DNA and he would surpass Madara by a mile.

Nahh Kamui is more haxx. the other sharingan jutsu cant be used to sneak attack. They are more direct combat moves. you can be at a far distance and snipe someone with kamui. Kamui is the best because you can kill someone with it from a distance before the fight even starts. and that 10 year cool down makes it a balanced out jutsu. if obito had both eyes he would be the most op uchiha
