i 100%, not rethinking for a moment, agree with you on this one. jutsu CAN be measured in strength and power. BUT......... the true power of jutsu is it's "effectivness". like when jiraiya fought konan. he just used some puny jutsu(Toad Oil Blast)and rendered Konan COMPLETELY useless.

Perfect Example:
1)Orochimaru admitted that Itachi was stronger than himself.
2)Orochimaru and Jiraiya seemed to always have an exciting rivalry(without hermit mode of course)
3)Itachi said Jiraiya would defeat BOTH himself and Kisame if they were to battle.

Jiraiya=Orochimaru
but it doesn't mean......well......you know the rest.....

like i've said in this forum so many times before. this anime isn't at all like DBZ.

That's true. The majority of his techniques we've seen are usually the one's his opponent's perform.
