What is chakra

Like do people in naruto charge their chakra? By charge I mean umm gain like power until they can't anymore? Or do they tap into the available chakra they have and if so how does one "gain chakra"

Combine them both and you get chakra. The more of each two you have, the more chakra you would have.

Spirit Bomb is not from his power though. It's from Nature; But in Naruto is a little Different because the chakra shinobi use comes from the Shinju not from Nature. Only sages can use Nature energy and turn it into some type of chakra form. It's most likely Ki within your body though.
