I think that your question is irrelevant, I showed you a page where it's vicible that Itachi 'can' extinguish his Amaterasu. But I will answer your question. Isnt it clear that Itachi acted like he wanted Sasuke his eyes? And the flames where on Sasuke his body, the other flames on the mountain werent in the way of taking Sasuke his eyes.
