What is Base

Someone explain to me what exactly base is for a ninja.

Also what is base for a ninja with dojutsu like Sharingan, Byakugan, and Rinnegan?

Base= Not having anything that requires activation activated.

Normal mode.
Like rocklee, without the gates.
Sakura without regeneration.
Naruto without going all crazy and feral.
Sasuke without.....his varies.

So a ninja can still use summons, jutsus, and weapons and still he considered base
