It is Darwinist philosophy. Someone can evolve just with competition and survival. So basically what he meant, is that peace created by Naruto won't allow all to evolve and get better.

He is saying , evolution of humanity leads to war , end of evolution of humanity leads to peace.

He is saying that progress is a bad thing , that's understandable but very debatable.

Akatsuki was created to instill peace in the world. Nagato wanted to instill peace through fear and power. Now, this clown comes along trying to revive the Akatsuki but he doesn't want peace. He wants wars. What a joke.

You didn't understand the guy's thoughts , he wants peace.

The problem is that he thinks that peace is the "end of the evolution of humanity" , and that's very debatable.

If you go by pure "natural" evolution than of course you need conflict, war, disease, basically everything that focuses competition and struggle for survival. The other side of the medal is that once a species reaches a critical point it's possible to create artificial evolution. This can range from "breeding" programs up to genetically engineering.

Saying peace leads to stagnation, no advancement, no evolution, and those who don't evolve are destroyed. So basically peace equals eventual destruction to him. I guess he wants to "evolve" by sparking something to end the peace via the akatsuki.
