i want to know what is a fodder ninja because these days i hearing people calling naruto a fodder ninja.I guess it something good or bad?

I guess you could consider most of the K-11 fodder now because they are a lot weaker than the main antagonists and can not really contribute to beating them

It's a misused term. 'Fodder' relates to an unimportant character who is nameless and is just there for plot reasons. For example, a member of the allied shinobi force can be considered to be 'fodder', as could a Zetsu clone. However, what you'll find is, anyone deemed to be weak per say (Tenten or Ino for instance) will be called 'fodder', although this is in itself is incorrect since these characters play a part in the storyline and are well known.

Every samurai besides Mifune is fodder, all background ninja are fodder. Weak ninja who may or may not contribute to the story. To -Logic- everyone besides Itachi is fodder.

Fodder ninja generally refers to a character that has little to no character progression and therefore we don't know what they are capable of. An example of this would be to compare Sasuke and Shino. Its not a reasonable comparison since Sasuke has like 200x the plot progression, so of course shino will look worthless.

Also people consider characters that aren't battle types to be fodder. For example medical- (like Shizune) or tracker- nins (like Kiba). There strengths aren't in battle but in other areas. But since the greater majority of NB only cares about raw power and flashy jutsu, a lot of characters get labelled (usually falsely) as useless or "fodder"
