But instead of asking that shouldn't you question, that is there any pirate law or something is one piece that govern the pirates. I mean the yonko and the schibukai are under government, i donot know about yonko but schibukai is working under government. These are strongest of pirates, so how are they peacefully sitting and doing nothing. Not fighting, and claiming land from the country as their territory....
SO if there is any law that binds the pirates, then there should definitely be someone to make sure that the law is not broken. But for me I think the better question is, "Is there any law that binds or governs the pirate?" I believe there is, there should be something that even the strongest of the strongest pirates fear...
