No Obito is able to do that too. We saw that when Kakashi tried to rip Gedo Mazos head off but Obito stopped it & besides, Obito has both Eyes now. It'd be illogical if Obito couldn't do that. It never was Kakashis Kamui to begin with tbh. it always belonged to Obito.

Yeah it always did belong to Obito but him stopping Kakashi's Kamui (that probably wasn't him but just the Gedo's resistance) doesn't prove he can Kamui people's heads off.
