No if it were that simple to block I doubt the technique would be called "Infinite" Tsukuyomi.

I think the moon is used as a magnification device for the spread of the range of the Tsukuyomi but unlike normal Tsukuyomi this one will probably be much more powerful and not require eye contact and will instead use the light of the moon to cast it, hitting anyone touched by the moon's light... and although a person may be shielded from the light of the moon by a house or building the range of the jutsu would still encompass the person within and would stay under this permanent genjutsu even if the moon leaves your area.

Since terms like Permanent and Infinite are placed around this Jutsu this makes the most sense; especially with the seriousness of which this jutsu has been taken with by all of the characters.
