Someone related to the senju or of the clan should be able to use the rinnegan if nagato's was implanted. Since the second hokage knew space time ninjutsu stated by minato. If tobi was a senju he could have trained under the second hokage and learned the space time ninjutsu.
This would explain how he's able to do this. Before, during, or after the war with the uchiha tobi meet up with madara. Being a outcast they came up with the full moon plan and madara gave him his rinnegan to give to nagato.
Tobi maybe having lost his eyes during the war had a sharingan implanted in his right eye and thats why he's stuck with the a low level sharingan and planned on taking nagato's rinnegan for his left eye. He could have also had the sharingan implanted just for the uchiha's dna With the uchiha's dna(the sharingan in his right eye) and being from the senju he was able to use the rinnegan without much effort.
this could also be evidence that tobi is izuna because he also gave up his eyes and could have had one implanted but madara said his brother was dead. So what do you think?
