What if tobi is like oro?

that is to say someone else is in his (obito's) body - like oro tried to do with others in part 1?

points against this theory:
1. why him when he (whoever tobi is) had so many other uchiha bodies.
2. why kishi would show a full chapter if tobi wasnt actually obito.
