Yes because to her this supposed 'war' you're talking about is nothing more than a one-sided annihilation of an arrogant crew. She's a pirate, a Yonkou, and hence everyone who dares to bare their fangs at her will be put down as that's what it means to be a pirate and what people expect her to do. She is obliged to kick down everyone who threatens her, she however is not obliged to accept a ludicrous request of what is in her eyes just yet another crew with a big mouth. If there would be people in the Strawhats she wants, she can just take them. She herself said it once that they're pirates, they take what they want. Accepting a Davy Back fight is accepting that the opposing crew is equal to hers.

Otherwise she would be forced to accept any kind of challenge, no matter how trashy the opposing crew is. If someone insults a Yonkou or becomes violent on their territory, they have no choice to put them down regardless of who it is, but they really don't need to bother with redundant challenges of lesser crews.

Once accepted then of course it becomes serious as then you are running the risk to lose your flag and members of your crew, that is if you can actually lose. If you can't lose because the differences are too large, well then it's all a joke and a waste of time. Why would you want the flag of a crew you can annihilate in an instant and take their flag to wipe your ass with? Why would you want members of what you deem to be a mediocre crew? Why would you even bother trying to get new crew members in such a way when you already have one of the most powerful pirate crews in existence the likes of which many pirates would die for to be a part of?

It's also clearly shown that other Strawhats, like Usopp and Nami, were completely against it and it's also clearly emphasized that the entire point of these fights are to get members of other crews, however that both captains have to agree to it. If your captain has no interest in the opposing crew, why accept?

Luffy isnt just anyone anymore. He just defeated one of her 3 commanders. He has also pissed her off before and is proving to be a rather stubborn nuisance and not one she can just walk over as usual. Cracker thought luffy to be a nobody and gave him a whole talk on how luffy was in over his head but luffy completely proved him wrong. The same for big mam. The yonkou think they are untouchable but they really aren't and given the most recent events and what may happen throughout the rest of this arc, I would say luffy will prove himself a worthy foe.
