He would still like to go with his plan, Tsuki No Me.

Would villages have tried to eliminate all the Akatsuki instead?

Their presence became more known when they captured Gaara and were on the move for the Bijuu.

nope because sasuke whooped their asses neg diff, oro saved team 7 from kirin so the mission failed which was to bring sasuke back and since it failed they would have had to continue the quest for naruto to bring sasuke back and/or sasuke still would have to fight itachi which he later did...

I agree with the first part , but not the second
kabuto simply provided the edo army as aid in exchange for sasuke after the war .
had the war not happened , kabuto wouldnt hv done so and madara wouldnt come out in such a state.
