I'm not sure. I was pretty certain that it was going to be Kabuto until this chapter. We haven't really had an explanation on Madara's survival, so it could correlate. But I wonder how he did this without Madara's knowledge, he seemed to take credit for whatever this mystery guy did. And he doesn't seem aware of any other players.
