so Momoshiki and Kinshiki were "sent" by their home world to accomplish what Kaguya failed to do. This leads me to believe Kaguya was evil from the start and was sent by her home world to plant a Shinju seed and wait until it absorbs enough natural energy from the planet then with the help of Kaguya it will steal chakra from everything on earth. In the end their alien race would be able to utilize that chakra energy to wage wars and such.

The only whole is that Kaguya originally just wanted to stop all conflict but the whole ordeal of using her powers to stop all wars probably got to the people to the point that they worship her either out of fear or admiration of her powers.
She probably got big headed thus ruled with an iron fist. Or so we speculate. The only thing that was said, at least the one I recall, is that she wanted to take her power back from Hagoromo ad Hamura when they matured.

Maybe Kaguya only pretended to be a savior to the people so they'd allow her to eat the fruit. Originally she planned to contact her alien home world after completing her task, but she instead became greedy with the power and tried to make a new dimension where she ruled. However having she caused her to lose power and thus she attacked them leading to her being sealed, along with the mystery about her true origins and motives.
