Since konoha is now a peaceful village and the primary focus is the distribution of products theres not much incentive for a militia as there once was since the nations seem to be working together instead of fighting. With that being said the ninja system will dissipate and democracy will come into play to establish the maintenance and preservation of konohas new economy. With that being said what if the new generation of k11 got their parents To sue for assault anytime they went out to the battlefield? ?? What if sue no jutsu were an actual technique?
