WHAT IF THE THE ENEMY OF BORUTO... CANNOT OR WON'T USE CHAKRA?

I am not the only person who have been scratching their heads about one thing since the release of the Boruto Manga, what happened to Naruto, Sasuke and the rest of the Shinobi system? We only know a few things about the believed current state of the world, which is the following;

- Konoha is in ruins. (Again..)
- Kawaki and Boruto faces off.
- Kawaki claims that the "age of Shinobi" is over.
- Naruto is "somewhere".

Now, I've had a theory for a few months now, one I've been thinking a lot about. The thing is, I haven't seen a single person who's had the same idea or anything close to it yet. Which I why I figured I could share it for fun. This theory aims (and I believes it does it fairly well) to explain the current events of Boruto that we got to see a glimpse at from the first chapter of the manga.

How could someone challenge the Shinobi system or Shinobi in general?

Something is clear at, someone have challenged the Shinobi to war yet again, and from the looks of it, it seems like they are winning as well. Exactly who can wage war against the current Shinobi anyways? Think about it, even if they could by some miracle manage to beat Naruto and Sasuke, they'd still have to deal with the rest of the Kage and the rest of the Shinobi, including the entire alliance. Who has enough power to do such a thing?... Unless... They don't even have the power to battle, less alone beat Naruto, Sasuke and the rest of the Shinobi.

What if, and this is a big what if. Their enemy doesn't even use Chakra, but rather technology, tactics and espionage? If that is the case, and their only military power is technology, then how the hell did they managed to best the likes of Naruto and his peers? Simple, they never bested them in war, but in politics. What is the one enemy Naruto can defeat with all of his power and massive chakra? The people.

What if this new enemy used lies and manipulation to turn the people of the world against Naruto and in the end Shinobi? Branding the Shinobi as war mongers who staged the previous wars to enhance their influence in the world and to in the end take over it? With sufficient proof, it shouldn't be hard to convince the rules of the world that this is the case as normal people already have a distrust for Shinobi to begin with.

If we say that this is the case, and the people demanded leaders and administration of the Shinobi system to be either executed or imprisoned, then they would be face with two options. Start a full on war against the world, proving that they are indeed war mongers. Or they more likely option, surrender. Now I assume that certain parties within the Gokage would demand a war, I'd personally believe that Naruto and Gaara would be against it, while Kurotsuchi and Chojuro would be for the war. While Darui would be un-decided, but in the end agreeing with Naruto and Gaara.

This would also give a good reason to bring back Nagato (Pain) in a flash-back when Naruto explains his reasoning behind not wanting to start a war with the people. (Referring to Nagato's entire speech about hatred, you kill me, a friend of mine will kill you, a friend of you will kill them and so on.) Now let say the Gokage and the administration surrenders or agrees to a political discussion to prove their innocence. At this point, they cannot wage war themselves, and would essentially be prisoners. To make it even worse, let say that this force working against the Shinobi have found a way to seal away the chakra of a person.

They use this technology to seal away the chakra of the Gokage and administration, making them useless in away aside from moral. Now, with the leaders out the way, a war is waged against the Shinobi by the unknown party, who provide fake evidence that it was the Shinobi that started the war. When the war reaches Konoha, the adults fight to protect their children and a majority of the escapes (the new Konoha 11+) while the adults are either killed or taken prisoner.

The war ends fairly quickly, but the remaining Shinobi begin to plan a revolution and a war of their own to prove their innocence and show the world who the real "evil" is. A revelation of sorts, led by Boruto (when he grows older) and his sister, Himawari (when they grow older) with the assistance of Orochimaru. (Who obviously have his own agenda in all of this.) This forces the Shinobi to leave in secret, removing their headbands and all marks that they are a Shinobi. People like Himawai who possess Kekkai Genkai such as the Byakugan would have to be even more careful.

There is one loose end I would like to talk about before we go ahead and continue. Kawaki. Exactly who is he? I'd say that he is a childhood friend of Boruto and a former member of the Shinobi Revolution group, maybe a co-founder or leader with Boruto? Regardless to say, I believe that either before the fall of the Shinobi or sometime after, Kawaki was given proof that it was the Shinobi that caused him great grief, and this decide to defect. (Kawaki could also defect far earlier, even before the entire administration was taken away. Acting as "their man on the inside".)

Now why do I found this idea plausible and good? For starters, it would be a lot more interesting than anything Naruto (series) managed to do the last few years it was running. A villain that isn't powerful to the level of a God, but rather is intelligent and uses tactics and tricks to win rather than raw power. A enemy Naruto cannot face easily, even with all of his power. It also explains where the Kage and administration are, how the Shinobi have fallen and who Kawaki is to Boruto. It also explains a few things about Boruto's design as an adult.

When Boruto faces off against Kawaki, he states that even if the age of Shinobi is over, he is still a Shinobi of that age. He then takes out a headband and places it on himself. This means that Boruto carried it with him, but didn't use it actively. I believe that he didn't, not because he was a rogue or missing-nin, but because he had to hide the fact that he was a Shinobi to the world. Only taking it out to prove his point further to Kawaki. It also explains why Boruto has Sasuke's blade. Sasuke leaving it behind to go to the conference to try to make peace with the rest of the administration.

Another idea for Sasuke is that it was he who started the revolution with the remaining Shinobi, but at some point died or were captured, leaving his blade to Boruto. Though there is one thing I haven't explained, Boruto's Byakugan. I believe it to be Himawari's. Think of it like this. Himawari and Boruto promises that they will bring back the Shinobi era, and see it's new rise with their own eyes. However, sometime down the line, Himawari dies either from illness or wounds, while Boruto loses his eye. She decides to give him her eye as a final gift to him, while he promises that he will use this eye to reunite the Shinobi and it will be her eyes that will see the new world.

Another idea for this scenario would be that Boruto refuses to join the revolution, while Himawari becomes it's leader at some point. When she dies, she leaves the title to his brother, who no one trusts as he left them behind.

I think the "age of Shinobi" refers to the peace era that happened after the end of the Fourth Shinobi World War. This was the dream of Hashirama and Madara. Hashirama tried and failed, Madara tried but was manipulated by Black Zetsu to bring further chaos.

When Kawaki says "age of Shinobi" is over, he was making a reference to the era of peace ending and a new era of Chaos starting. This Chaos is shown by Konoha being destroyed, Bijuus being used as weapons again (? There are Kyuubi claw marks on the Hokage Monument) and both Naruto and Sasuke being MIA.

Another plotline could be that there are still Ootsutski villains who want to make all chakra one and re-create the Shinju Fruit. If this is done, then the Shinobi ideal will almost cease to exist, as the base foundation of Shinobi is Chakra. Thus the resurgence of the Juubi's revival will mark the end of the Shinobi era.

In the new series is pretty much science vs spirituality, technology and physical boasts vs your own will hardwork and determination. We will see all kinds of scifi themes of genetic engineering, tech weapons etc..

A theory I had was the guy in the boruto movie that made those easy to go ninjutsu device will copy momoshiki rinnegan mechanics to absorb ninjutsu and send it right back at them.

Kawakii has already been speculated to be a naruto sasuke hybrid.

I think this new series will give more attention to none ninja nations giving them abilities but top fighters still rely on chakra.

This is a cool plot for the Boruto Anime, Manga etc.
However it does look to me like the plot from the Legend of Korra, where normal people conspire against the people with supernatural abilities. I wouldn't say it will be a bad plot for the Boruto Anime but I think this plot is nothing new for anime-fans. But there are still those ninja tools, that were shown to us in the Boruto: Naruto The Movie, and that line of Kawaki that stated that the age of shinobi is over. Maybe at some point, those ninja tools wil develop and have more secrets than just copying a jutsu like the Rasengan, etc. And don't forget about Kabuto, this snake is still alive as well. I'm certain that he has some finger in the war too. I guess will have to wait and see what Kishimoto is going to reveal to us in the next chapters.

First of all, loved this suggestion. I too would love something just astoundingly different. Ninja have become gods and all those capabilities have been expended. The idea of technology (I believe something similar was tried in Dragonball?) and a military defeating ninja would be devastating. The equivalent of instantly dropping the 9 Tails on a village taken to another extreme with say, a nuke or a bombing.

The idea of a social uprising is fantastic, naturally but we know that the general public love Naruto as Hokage and that the ninja alliance's shared departments what led to a technological era at all. Doesn't mean I wouldn't watch it because it sounds fantastic but I KNOW the manga will not have enough guts or scope to attempt something like this. This is something more akin to Legend of Korra or Kishimoto on the TOP of his game.

Shikamaru says in his novel how continuing the way of the ninja is just a temporary system so that one day ninja won't be needed anymore. I always found that notion very interesting because it shows what they were all fighting for and Boruto shows that prophecy to have partially come true outside of outlier Ootsutsuki.

Technology has already existed in the ninja world. In 'Bonds' Sai manages to wipe out a paratrooper unit with ease.
Kishimoto didn't like the use of Kunai Turrets (shown in the first movie) so now that he's gone it's likely another writer could explore that opportunity. At the same time the futuristic missiles shown by Asura Path Pain didn't seem to pose much of a threat to these supersonic ninja. Chouji almost outsped it and Naruto dismantled it easily.

Gaara and Naruto have both defended their villages from nuke equivalents. Kazekage did it against Deidara's atomic explosion and Naruto against the chakra-ball of Momoshiki. Then there's Mecha-Naruto...and I don't even wanna go into that, because i'll never stop talking lol
