Will never happen, he is the culmination of good, he spent all his life traveling and teaching peace and the way of chakra, he was praised by all as a god and the creator of the shinobi system. He is the opposite of a villain.
But lets say for fun sake that he was a villain, then naruto would be over the moment he entered the battlefield, one Banbutsu Sōzō and everyone would be owned, narutoverse=end.

He is an unintentional villain, we just assume the Juubi is the villain because it human nature to sympathize with the human. When in reality him and his mother stole the Jubbi's fruit. She was pissed. Hell hath no fury So it all how you look at it.

the juubi isnt a she. if its anything its genderless. OT i dont think he is a bad guy but its possible that he casted an infinite izanami like jutsu and that could be the cause of all repeats in the history of the manga, and naruto is the one that will break the loop. he never started a war and or killed thousands of people to cast infinite izanami though, so in that sense hes not villain. its also possible that he never even casted infinite izanami though, its just an idea i have. a few other people on the base have the same idea.
